provided credit cards but the lines are still suspended

I am very frustrated and need suggestion. I have two lines and they are suspended when the top up failed due to charge being declined. I did see the charges pending in my credit card accounts. Then I provided different credit cards the each time, the new charge appeared and the line are still suspended with the same charge declined message. With more than $5 balance on each line, I switched the lines to 1c per day, the phones are not active and 1c is deduced from each account each day. What can I do to get the line active and be able to make the phone calls? THX
